- The DELPHI Technique You ask, "how could this be?" and say, "we are smarter than this & would never stand for it happening in our community!". Unfortunately, the manipulation is that it makes you think you have a voice and are part of the solution...but that's the game they play. They use what is called the 'Delphi Technique' where facilitators or change agents are planted in the room to control the outcome. The facilitators already have an outcome planned but they make it look like you are designing it.
